Strategi Komunikasi DPR RI Membangun Legitimasi Publik Pasca Krisis Kepercayaan Media Sosial
Abstract
Indonesia’s legislative body is confronting a serious crisis of political legitimacy, triggered by public controversies over members’ allowances, perceived weaknesses in oversight, and distrust reflected in the 17+8 People’s Demands movement. This study analyzes the DPR RI’s crisis communication strategies in restoring public legitimacy through the Situational Crisis Communication Theory (SCCT) framework (Coombs, 2007). The research uses qualitative content analysis of official DPR RI social media content during the post-crisis period of late August to late September 2025, supported by NVivo 12 Plus, deductive coding into deny, diminish, rebuild, and bolstering categories, and source triangulation with media reports and relevant scientific literature. The findings indicate that rebuild, supported by bolstering, becomes the most effective pattern because it combines acknowledgement of institutional responsibility, corrective action, transparency, and sustained public engagement. Deny and diminish remain useful for correcting misinformation and contextualizing disputed issues, but their contribution is limited when they are not followed by structural improvements. The theoretical contribution of this study is the extension of SCCT from corporate crisis management to parliamentary legitimacy recovery in a digital public sphere. Practically, the study demonstrates that public institutions should integrate corrective policy measures with transparent, dialogic, and evidence-based communication to rebuild trust sustainably.
