Narasi Pembangunan Kereta Cepat Indonesia-China (KCIC) pada Masa Pemerintahan Joko Widodo
Abstract
This study aims to analyze how the narrative of infrastructure is constructed and communicated by the Indonesian government regarding the Indonesia-China High-Speed Railway (KCIC) project, particularly in addressing issues such as the financial debt it incurs and the unequal distribution of its benefits. This study attempts to fill the gap in previous KCIC research which tends to focus on political economic analysis or bilateral relations between Indonesia and China, so that the narrative dimension of this policy has not been adequately studied. Utilizing the Narrative Policy Framework (NPF), this study examines the narrative elements such as setting, plot, characters, and moral of the story in official government publications, specifically from President Joko Widodo. A qualitative approach was used through content analysis of the official presidenri.go.id website to identify common patterns and themes within the policy narrative. The findings show that Jokowi framed the KCIC project against the backdrop of the need for an alternative transport link between Jakarta and Bandung, highlighting technological advancements and economic growth, featuring heroic figures who bolster a positive image, and conveying a moral message about transport modernisation.
