Abstract

The COVID-19 pandemic in Indonesia generated significant impacts on public health and the national economy, reflected in rising confirmed cases, economic contraction, and increasing unemployment resulting from physical distancing policies. These conditions required society to adapt to new behavioral norms through structured and effective public communication. This study aims to analyze the public communication campaign strategy implemented by the National COVID-19 Task Force in managing the pandemic and to identify the supporting and inhibiting factors influencing its implementation. The research employed a qualitative approach within a constructivist paradigm using a case study design. Data were collected through in-depth interviews with the public communication division and community members and were analyzed interpretatively. The findings indicate that the campaign strategy was systematically designed with informative and persuasive objectives to enhance public awareness and encourage behavioral change. Messages were science-based and delivered by credible communicators with authentic voices. Furthermore, stakeholder mapping was conducted to strengthen collaborative support, contributing to the development of active and sustainable public participation in pandemic management.
